Yes, it would have taken immense willpower to not listen to Saruman, especially when Saruman is offering everything that he could have, and does not have.

Exactly what I was thinking. Dont forget the all-authentic way to prepare Warg Meat, a secret recipe handed down generation to generation of Orcs, for centuries. I know it as I have a little Orc Blood in me..my great great great great grandmother was one, or something. But then she married a hobbit. Dont know how that happened, but anyway its great to share such recipes with you all.

Well, now I come to think of it, 'tis a merry tale..
So my great great great great grandmother, was an Orc. She was a particuraly beautiful Orc, with the darkest, most tanned skin [?!], the biggest palest [scariest] eyes, a strong characteristic in the Orcs of Moria, as she lived there for a time before moving to Mordor. She was tall, and quite..fat, having feasted on quite a few hobbits in her time. Anyhow, she one day came across a hobbit, wondering the plains of Rohan. Dont ask me how she got there, or how he got there. It was a particuraly short hobbit, with the classic brown hair and was also, surprisingly, extremely dim. The she-Orc, seeing an opportunity for an extra tasty 3-course luncheon [she had already has the other 2 courses lined up; Starter was to be Warg Meat, desert was to be the Leaves of Lorien fried in Crebain from Dunland. All she needed was a main meal, and here it was; Hobbit Meat.] , hopped over to him.
Just as she was about to open her mouth to eat him, the hobbit said "Oh, do you like me? I know Im good looking, but no need to gasp so much in surprise. Not all hobbits are ugly, you know. I am exception, I must say". The She-Orc was stunned into silence. The hobbit, seizing his chance said "Oh my, what a beautiful Orc you are," and the Orc, having never been flattered before in her life, took in his honeyed words and decided she loved him. The hobbit, having been half-blind all his life, thought this Orc was the most beautiful thing he had seen all his life, and when the Orc danced for him [Beren/Luthien..anyone?!] , he fell madly in love. They moved to Mordor, and lived happily ever after.

Going back to the Legolas point, but I read somewhere in one of the books (Unfinished Tales perhaps?) that Legolas achieved least of the Fellowship. That's very true actually: think about it.
But yes, of all the characters in all the books, Morgoth is the worst. He started out a divine being, like Valar, but was corrupted by his own lust and greed. He tortued, maimed, killed, and would only be happy until he had under his dominion the whole world. His evil is his own fault, and that's worst.
